Â£40 call out charge!

His advert says no call out charge. But once he's arrived and squished a bit of oil n ur lock its Â£40 quid, no questions! I rang to ask for an idea of the price n he wouldn't give me one. Â£40 would've sent me to the WD40 a lot quicker! Not happy.
