Poor customer service

We have a small house we let, our tenants reported a leakage problem and we contacted Steve who as well as being an electrician advertises himself as a plumber. He was unable to get there quickly and said it would be the following week, he didn't do the job during that period and we contacted him again, he said it would be the following week and asked for the phone number of the tenant for him to make direct contact. After that and a further two weeks making a total of almost a month our tenants reported that Steve still hadn't been around. We chased him up and he said that the phone number given wasn't connecting and that he'd been around to the house and got no reply. I asked him via text why he hadn't just rung me to let me know so that if a mistake had been made I could contact the tenant and he just replied with exactly the same message. I told him that I was unhappy and was going to ask another plumber to do the job to which he replied, 'Good for you', still no explanation as to why he didn't simply contact us. I then asked him if he was affiliated to any professional organisation as I wanted to take the matter further. He ignored this text which to be honest I found quite arrogant. Steve's lack of action and communication showed me up badly with my tenants, my experience of him is that he has little idea of the concept of customer service.
