This Impact Assessment (IA) relates to a review of the Electrically Assisted Pedal Cycles (EAPCs) Regulations 1983, which are currently in force across Great Britain. The Regulations set out the requirements which certain bicycles, tandem bicycles and tricycles must meet in order to be legally treated as EAPCs in Great Britain. Primary legislation states that EAPCs which meet these requirements are not legally considered to be motor vehicles. The Road Traffic Act 1988 prohibits persons under the age of 14 from driving EAPCs on roads and the Pedal Cycles (Construction and Use) Regulations 1983 set out further standards which EAPCs must meet in order to be lawfully used on roads.
